According to the National Highway Traffic Safety Administration, 33,808 people died in highway crashes on our nation's highways in 2009. Of this number, an estimated 10,839 people-about 32 percent-of these human losses related to alcohol-impaired driving. Drunk driving continues to be a public health and safety issue, and all 50 states have strict laws in place to combat the problem. However, law enforcement officials are now facing an unexpected adversary in the fight to keep roads and citizens safe: smartphones.
